Checks

Effective for the 2021/2022 licensing year, MARRT implemented the requirement that all Respiratory Therapists licensed by the MARRT must submit the following checks:

 

  • Criminal Record Check (CRC)
  • Vulnerable Sector Check (VSC)
  • Adult Abuse Registry Check (AARC)
  • Child Abuse Registry Check (CARC)

 

The Manitoba Association of Registered Respiratory Therapists (MARRT) has a legislated obligation to take reasonable measures to ensure protection of the public. If a member of the public is vulnerable this duty of care standard becomes higher. Vulnerable members of the public are defined as:

"a person who, because of his or her age, a disability, or other circumstances, whether temporary or permanent:

  1. is in a position of dependency on others; or
  2. is otherwise at a greater risk than the general population of being harmed by a person in a position of trust or authority towards them." (Federal Criminal Records Act)

The MARRT requires that every Respiratory Therapist registered with MARRT submit a Criminal Record Check, Vulnerable Sector Check, Adult Abuse Registry Check and Child Abuse Registry Check as part of the application process to:

  1. Protect the public interest in the delivery of services.
  2. Ensure the safety of vulnerable members of the public.
  3. Ensure and maintain public confidence and trust in the profession.

If the CRC, VSC, AARC, and or the CARC are/is positive for findings, the applicant is required to submit a full detailed explanation of the circumstances and all supporting documentation.

Positive reports will be assessed by the Registration Committee taking into consideration:

  1. How long it has been since the conviction,
  2. the age of the applicant at the time of the offense,
  3. the seriousness of the offense,
  4. mitigating circumstances,
  5. applicant’s insight into their conduct,
  6. applicant’s conduct since; and
  7. relevance of the conduct to the practice of Respiratory Therapy.

NOTE: Not all criminal findings will prevent an applicant from being registered.

Validity Dates of Checks

All MARRT registrants and applicants will require proof of a current Criminal Record Check (CRC), Vulnerable Sector Check (VSC), Adult Abuse Registry Check (AARC), and a Child Abuse Registry Check (CARC) to be submitted with their license renewal.

Active Practicing Registrants

  • For Active Practicing registrants seeking renewal the required documents are considered current if issued within five years from date of renewal.

Inactive Registrants Seeking Reactivation

  • For Inactive registrants seeking reactivation of their license the required documents are considered current if issued less than two years from reactivation date.

New License Applicants

  • All new applicants to MARRT will require proof of a current CRC, VSC, AARC and CARC to be submitted with their application to practice.
  • The required documents are considered current if issued within six months of the application submission.

Once submitted to MARRT these checks are valid for five years from date of issue. Prior to expiry they must be redone before applying for renewal for the MARRT license application to be processed. It is the responsibility of the registrant to ensure the checks on file with MARRT are always valid.

 

Where to Apply for Each of These Checks

Criminal Record and Vulnerable Sector Checks

  • CRC and VSC for those who reside in Winnipeg:
    • CRC and VSC applications are to be completed online here.
    • Please view this Winnipeg Police Services poster for more information.
    • Effective June 19, 2023, in person applications are no longer available.  If necessary, a person will be available online to provide assistance.
    • Applicants may still be required to attend in person for fingerprints and you will be advised of such as part of the application process.
    • Applications will be processed in the order they are received.
    • The results of your CRC and VSC will be available to you electronically.
    • Once the results of your record check are available, you will download the results and share them electronically (via email) with the MARRT.
  • CRC and VSC for those who reside outside of Winnipeg or Brandon and within Canada:

Adult Abuse Registry and Child Abuse Registry Checks

  • AARC and CARC for those who reside in Manitoba:
    • Application for both the AARC and CARC can be made online, by mail, or in-person.
    • Online applications can be made by visiting: https://www.gov.mb.ca/fs/abuseregistries.html 
    • You can download the application form located on the website and mail in the completed application as directed on the government website.
    • In person applications for the Child Abuse Registry Check may be made at the 1st Floor - 777 Portage Avenue, Winnipeg, MB R3G 0N3.
    • In person applications for the Adult Abuse Registry Check may be made at the 2nd Floor - 777 Portage Avenue, Winnipeg, MB R3G 0N3.
    • The results will be mailed to you via Canada Post and will arrive as two separate letters: one for the AARC and one for the CARC.
    • You may also pick up your results at the Abuse Registry Unit listed above.

 

Submission of the Results to MARRT

The results of all the required checks must be received and approved by MARRT prior to the approval of a RT license.

  • For those residing in Winnipeg who applied for their CRC and VSC using the Winnipeg Police Service online system, you are to download the results of the record check and email the document to the MARRT.
  • For those residing outside of Winnipeg, who applied for their CRC and VSC in person, please scan the results of the record check and email the document to the MARRT. Please ensure you include all the pages of the document.
  • To submit the results of the AARC and CARC please scan and email the results to the MARRT.

All documents are to be emailed to: edregistrar@marrt.org. Our preference is that you do not mail originals to the MARRT.  Please retain the originals for your records.
